There are several tutorials and videos on the internet that take you through the steps to model a gear parametrically. You just have to search for one.
draw a circle and pad it to some mm height then pad it then select the upper surface draw a triangle like shape on it then pad it to next surface using circular command give no of teeth's you want then OK spur gear is made.
